Localities are the smallest geographical unit which can be compared worldwide and were introduced by the Statistical Commission of the United Nations. A locality is a coherent built-up area containing residential property as well as industrial, commercial and other economic/cultural facilities. In Austria, a resident population of 501 inhabitants was selected as the minimum number required to constitute an locality. Irrespective of municipal boundaries and other administrative divisions, localities constitute coherent built-up areas.
The term locality was redefined on the reference date of 1 January 2010. Building coordinates from the Buildings and Dwellings Register were used as the basis for the settlement situation, with an extract being taken from the Buildings and Dwellings Register as at 1 January 2010. The inhabitants were taken from the statistics on the state of the population, also on the reference date of 1 January 2010.
Since the maximum permitted distance between buildings is 200m, a circle of half the maximum distance (100m) was placed around every coordinate. The centres of the circles that overlap are thus less than 200m apart and can be joined together. The number of inhabitants in these combined circles was then calculated. According to the definition, polygons with more than 500 inhabitants can be described as localities.
